All visa-required nationalities must apply online before travel. There is no visa on arrival. Citizens of East African Community member states, Kenya, Rwanda, Tanzania, Burundi and South Sudan, enter visa-free.
It's required for all visa-required nationalities, which includes most African countries outside the EAC.
The fee is USD 50.
You can't get it on arrival. It has to be sorted before you fly.
Applications are adjudicated and an approval letter is issued. Immigration officers retain authority to refuse entry at the port.
Good to know
Same pattern as Nigeria: visa on arrival removed, permission moved online and before departure. Approval must be printed and presented; reporting indicates digital copies are not accepted at entry, which is worth confirming. A sixth African country where the moment of permission has moved.
