Djibouti introduced an e-Visa system on 18 February 2018 intended to replace visa on arrival. The government's official position lists visa on arrival as available only to diplomatic, official and service passport holders, and recommends that all other travellers, including most Africans, apply for the e-Visa before travel.
It's required for ordinary passport holders not on a visa-exempt list.
