Every non-citizen, regardless of nationality. The first African country to require one universally.
Payment by card is required; the amount has not yet been sourced from the portal.
You can also get it on arrival, for an extra EUR 30.
The consent screen states the data is processed for determining eligibility to travel, which implies a decision. Whether applications are in fact refused, and how often, is unanswered. Request filed under the Access to Information Act 2018.
Airlines check for it before you board, so travelling without it can mean not flying at all.
Good to know
Went from joint 1st in the 2024 AVOI to 54th of 54 in 2025 without refusing any African traveller. The single most consequential ETA on the continent for measurement purposes.
