Mandatory for nationals of African Union member states who are NOT ECOWAS or AES members, and for other nationalities that were previously visa-exempt. ECOWAS and AES nationals, including Nigerians, are exempt and continue to enter visa-free with a valid passport.
It's required for aU nationals outside ECOWAS and AES; previously visa-exempt non-African nationalities.
The fee is USD 0.
You can't get it on arrival. It has to be sorted before you fly.
Not established. Visa on arrival was discontinued on 25 May 2026, so there is no fallback at the border.
Good to know
RESOLVED 15 August 2026. Widely reported as Ghana becoming the fifth country visa-free to all Africans. The mechanism is different: a mandatory free ETA before travel for AU nationals outside ECOWAS and AES, with visa on arrival discontinued. Free, which is what the AVOI recommends for such authorisations. But a compulsory pre-travel requirement scores zero on that index whatever it costs, so Ghana may be recorded as less open despite removing every fee.
