Do you need to apply before you fly?

Every visitor also has to do this

Every visitor must fill in a short online form with their travel details and pay the airport security fee, even if they need no visa. Airlines check it before letting you board. If you arrive without it, you pay double the fee at the airport.

Do it at ease.gov.cv, at least 5 days before you fly. It's called EASE pre-registration. Cost: CVE 3,400 (about EUR 31) airport security fee.
