GNU operates a real eVisa system; unconfirmed for eastern Libya or by nationality

UPDATED 13 SEPTEMBER 2026, partially resolved. Two independent Libyan news outlets (Libya Herald, fetched directly; Libya Observer, corroborating via search only) report that the Tripoli-based, UN-recognised Government of National Unity operates 'Wafed' and 'E-Visa Libya' jointly through the Communications and Information Technology Authority and the Passports, Nationality and Foreigners Affairs Authority, with about 6,000 e-visas issued as of June 2026 and all earlier eVisa types discontinued. This is real government press coverage, not a commercial facilitator, and narrows the earlier three-way contradiction toward the '2024 launch, real system' account. Still unconfirmed: the actual fee (the USD63 figure is not corroborated by either new source), which nationalities it applies to, and whether the rival eastern/House-of-Representatives-aligned administration recognises or requires it at all. Treat as operating for travel through Tripoli/GNU-controlled entry points; status for eastern Libya entry points remains unknown.

Good to know

Kenya's eTA exemption explicitly excludes Libya (along with Somalia) from its African waiver on security grounds, a reminder that Libya sits on both sides of these schemes, excluded from others' openness as well as uncertain in its own. Moved from 'unchecked' to 'partial' on 2026-09-13 based on two Libyan press outlets describing a real GNU-operated system, still short of primary government confirmation.
