ECOWAS nationals and roughly 50 other nationalities are visa-exempt. Other nationalities, including non-ECOWAS Africans, are directed to Senegal's e-Visa portal (available since 2013); visa on arrival is kept only as a fallback at Dakar and Cap Skirring airports for travellers who could not pre-enrol online, so the online route functions as the primary and effectively mandatory channel.
It's required for non-ECOWAS African nationalities and other visa-required nationalities, in practice via the e-Visa portal.
It's optional for visa on arrival at Dakar and Cap Skirring airports only, for travellers unable to pre-enrol online.

Good to know
TERTIARY sourcing, the co-existence of a mandatory-in-practice e-Visa and a genuine on-arrival fallback makes Senegal a softer case than Togo or Côte d'Ivoire; verify before citing as fully mandatory.
